Region 2 Memorial Project

About a year ago, Chuck Bennett (one of my supervisors) asked me if I would build a memorial to the men that have been killed on the job at CDOT in Region 2.
I said yes.
Initially, Chuck wanted a stone wall with a shelf on it for an aluminum sign.
Below is a photo of the sign. Yes, it is very ugly.
The sign is 3 feet high and 5 feet wide. If you click on the photo, you can see in the larger image that there are names on the ribbon design.
Because the sign is so large, it would take a lot of rock to build a wall/shelf to set it on.
Below is a sketch of this idea:
Plan 1
I came up with some alternate ideas:
Plan 2
The above sketch would have used granite blocks from an old quarry just off the highway right-of-way.
Below, this plan had a pond, a tree, and a curved rock wall with the names etched in various stones along the face.
Plan 3
My ideas were rejected, and I was directed to proceed with Plan 1.
